Each regional Daoist Mansion had a small council that only included the Mansion Master, the Chief Deputy Mansion Master, and the Second Deputy Mansion Master. It was also known as the Three-Person Council.
Although this council is not a formal decision-making body and cannot rule on major matters, it was like a pre-meeting where the Mansion Master gathered the two deputies to align on the agenda and direction. In practice, once the three agreed, decisions would easily pass at the larger council.
This was why the first-rank Spirit Guards pinned their hopes on Qi Xuansu. Among the various councils, Spirit Guards only had speaking rights in the large council, except during wartime.
However, the Second Deputy Mansion Master had speaking rights in all councils. Back in the Jiangnan Daoist Mansion, Li Tianlan held this same seat and stirred storms with a word. That “Second” prefix in the title made all the difference in power.
Mansion Master Wang Jiaohe called this Three-Person Council specifically to decide whether to convene a large council.
With only three chairs, Wang Jiaohe sat at the central top seat, facing south. Chen Shuhua and Qi Xuansu sat opposite him on the left and right.

Wang Jiaohe shut his eyes briefly. “Second Deputy Qi, must you insist on reporting this to the Golden Tower Council?”

He rose and left the room.

Qi Xuansu asked, “How is the King’s condition?”

Qi Xuansu raised an eyebrow. “What does that have to do with me?”
Chen Jianqiu lowered her gaze and lifted the gauze curtain, revealing a shriveled face beneath.
As a Heavenly Being in his fifties, the King looked startlingly withered. Still, the resemblance to Chen Jianqiu in his features remained faintly visible. This was unmistakably the King of the Yu Kingdom.
Chen Jianqiu bent down and whispered in his ear, “Father, Second Deputy Qi from the Daoist Mansion has come to see you.”
The Yu King slowly opened his eyes. His gaze was cloudy, almost dim with age. His lips barely moved as he said, “Second Deputy Qi, thanks for coming to see me. My frail condition prevents me from greeting you personally.”
Qi Xuansu smiled. “No need for such courtesy. Since I have just assumed my post, it is only proper that I come to visit you, Your Majesty. But I was delayed by mundane duties.”
The Yu King coughed several times again.
Qi Xuansu asked, “Your Majesty, I heard you often dreamed of the red-robed Bodhisattva. How is it now?”
The King replied between breaths, “Thanks for your concern, Second Deputy Qi. It has improved greatly. If I dream at all, it’s now an empty lake of blood. It seems the red-robed Bodhisattva has been eradicated. This is thanks to the Daoist Mansion.”
Qi Xuansu smiled. “I’m glad that you’re fine. But just in case, you should still be properly examined.”
Without needing Qi Xuansu to instruct them, Lu Yuting and the Daoists of Huasheng Hall had already stepped forward to examine the Yu King.
